Council approves $25.895 million City Hall renovation plan

Beverly City Council authorizes $25.9M for first City Hall renovation since 1935. The vote was 7 to 2 on both the bond authorization and a $2 million Debt Stabilization Fund transfer, with Vice President Matthew J. St.
Hilaire and Member John J. Mullady opposed amid concerns about a projected $3 million fiscal deficit. Finance Director Bryant Ayles outlined the financial structure with debt service remaining at approximately 5 percent of operating budget.
Construction begins September 2026 with occupancy expected March 2028, the first comprehensive building renovation in 91 years.
