Beverly Panel Floats PILOT Fees, Parking Hikes

Beverly's ad hoc budget panel narrows deficit-closing ideas ahead of an October 20 public forum. The committee, which advises the City Council rather than sets policy, said the projected shortfall has improved to roughly $1.5 million to $2 million after a $700,000 gain in pension and benefit cost projections. Committee member Dan said a review of property records found about 20 untaxed residential homes owned by charitable organizations, mostly Landmark School, representing an estimated $300,000 in potential PILOT revenue: "There's at least 20 houses in the city that are residential, that are untaxed." Member Christine presented an early-draft spreadsheet benchmarking Beverly against peer communities on health insurance, override history and municipal light plants, cautioning "you need to trust, but verify" after using AI tools for research.
Members also declined to rule out selling Hurd Stadium, the golf course or the airport, while favoring parking-fee and camp-fee increases as near-term recommendations.
