BEVERLY — The Beverly City Council voted 8-0 to accept portions of Millbrook Road as a public way, finishing a three-step legal process. Assistant City Solicitor Jesse Dole walked councilors through orders 264 and 264A, the final steps after an earlier order referred the layout to the Planning Board. The council also approved 8-0 a waiver letting an affordable-housing unit at 348 Rantoul Street resell, renewed a Michael's Auto Body motor vehicle license, and set November 23 public hearings on National Grid utility work on Woodbury and Dane streets.

During public comment, Ward 5 resident Patrick Lucci argued Beverly's sewer billing, tied to water use rather than discharge, could generate "$639,000" a month in disputed irrigation-season charges citywide. Ward 3 resident John Dudley pressed the council on the city's Flock camera contract, saying the company "proven themselves to be liars to the city of Boston." The council also surprised Councilor Scott Houseman with a resolution crediting him with saving the Cabot Theater in 2013.
