Other Committee · Meeting of September 14, 2026

Beverly's Deficit Reduction Committee weighed public power, parking hikes and health insurance savings without taking any votes. Chair Kathleen Feldman said the panel, formed in mid-July, is not in an actual deficit but is forecasting one, with a public presentation of ideas set for October 20. Marblehead Municipal Light Board Chair Jean-Jacques Yarmoff pitched municipal electricity, noting Marblehead's utility runs on a $20 million budget and scores higher than investor-owned utilities like National Grid on customer satisfaction.

Committee member Mark Munoz estimated new Lothrop Street parking revenue at $400,000 to $1.5 million a year. Finance Director Brian Ailes said shifting retiree health premiums to a 50-50 split would save $2.5 million annually, while a smaller 75-25 shift across all plans would save $1.4 million, "maintaining control over the levers" by staying off the state's GIC plan. State Rep.

Hannah Bowen briefed the group on Chapter 70 aid gains and pending local-option tax bills.
